JUDGMENT : 1. Confidential Report of the Committee in sealed cover is taken on record. The Registrar (Judicial) is directed to keep it in safe custody. 2. Learned amicus curiae has produced in the court the Second Report of the High Power Committee for North Eastern Region dated July 12, 1997 and invited our attention to para 2.23 thereof at page 15 of the Report. The Committee has mentioned therein failure of certain State Governments and other authorities to comply with the directions given to them pursuant to this Court's orders. At this stage, it is sufficient for us to observe that the failure to comply with any such direction by any one is likely to be visited with penal and other consequences which may ensue from the failure of these authorities to comply with the directions given to them. We do hope, all the State Governments as well as the authorities concerned would do the needful to prevent this situation to their detriment. 3. List on 28th July, 1997 for fixing a date.
