JUDGMENT : 1. Learned Attorney General stated that a draft Scheme has been framed under Section 6-A by the Central Government and sent to all the concern ed State Governments by a letter dated 30th May, 1997 requiring their response to be given within six weeks. The State of Tam it Nadu has given its response on 23rd June, 1997 to the Central Government. Learned Attorney General stated that the State of Karnataka has given only a general response but not a clause-by-clause response which was required to be given. Shri F.S. Nariman, learned counsel for the State of Karnataka stated that the clause-by-clause, response/objections of the State would be submitted to the Central Government within two weeks from today. The State of Kerala also is required to file a clause-by-clause response within this period of two weeks. The U.T. of Pondicherry has already given its response on 11th July, 1997. In the event of failure of any of the State Governments to give its clause- by-clause response to the draft Scheme within this further time granted for the purpose, it would be assumed that the concerned State Government has no response/objection to the draft Scheme or any part thereof, as the case may be. After the responses have been filed, copies thereof be circulated to the other State Governments by the Central Government and steps be taken by the Central Government to call a meeting of all the concerned States for discussions to enable finalisation of the Scheme. 2. List on 30th September, 1997 for the parties to report compliance.
