JUDGMENT : 1. Mr. Anil. B. Divan, learned amicus curiae is partly heard. 2. Mr. Divan placed before us a copy of the Vohra Committee Report dated 5th October, 1993 and referred to it in his submissions. The same be kept in the record. Mr. Divan has also submitted some broad points which would require consideration in the present case. Reference was also made at the hearing to the decision of this Court in Dinesh Trivedi, M.P. and Others v. Union of India and Others, 1997 (4) SCC 306 . We consider it appropriate that the Home Secretary of the Central Government or some other senior officer fully conversant with this matter should state on affidavit the follow-up action, if any, taken so far on the Vohra Committee Report read in conjunction with Dinesh Trivedi (supra).
