JUDGMENT : 1. In view of the significance of this matter and its outcome having a direct impact on the quality of administration of justice, we have requested Sh. F.S. Nariman, learned senior counsel to appear as an amicus assisted by Sh. A.T.M. Sampath, learned counsel. Any other counsel or person including the petitioner may assist Sh. Nariman who alone would be heard on behalf of the petitioners. 2. We are not satisfied with the affidavit filed by the Union Law Secretary. A further affidavit be filed within two weeks by the Union Law Secretary giving full details of the exercise performed so far as the constitution of the All India Service and the further steps contemplated. 3.
