JUDGMENT : 1. We find that inspite of our earlier orders many State Governments have not yet made full compliance of those orders by filing the requisite response after the order dated 5th May, 1997. 2. Sh. Ganguli, learned Amicus Curiae has also produced a Declaration on Elimination of Bonded Labour adopted at the National Convention on Bonded Labour and Child Bondage organised by the Government of Tamil Nadu and Campaign for the Abolition and Rehabilitation of Bonded Labour (CAREBOLA), with the active support of the Ministry of Labour, Government of India at Chennai on August 20 and 21, 1997. All the State Governments are required to file their comments thereto and the further action taken in that direction. This be done by all the State Governments within four weeks furnishing copies thereof to learned Solicitor General and Amicus Curiae. The learned Solicitor General will have three weeks thereafter to examine the same. 3. The bills of expenses incurred by the local commissioners appointed by the Court, which have been submitted in the Registry, may be perused by the learned Solicitor General and thereafter the amount indicated by the learned Solicitor General be paid by the Registry to the local commissioners. 4. Learned Advocate General for the State of Tamil Nadu admits that there are a large number of bonded labours in the State of Tamil Nadu but he is unable to mention the exact figure even though the NGOs appointed by the State Government have identified about 25,000 bonded labourers. The State of Tamil Nadu is required to file an affidavit regarding the steps taken by it after identification of the bonded labour in this direction. 5. A list of 160 bonded labourers identified in Haryana (Charkhi Dadri, Bhiwani District) who have been released and sent back to Madhya Pradesh, has been given to the learned counsel for the State of Haryana for taking the necessary steps for issuing the release certificates. Learned counsel for the State of Haryana states that necessary steps for verification and issuance of requisite certificates would be taken soon. 6. List on 10th November, 1997.
