JUDGMENT : 1. The Central Government has given a report pursuant to the last interim order passed on 12th March, 1997. Pursuant to that interim order the factory of Al Kabeer was being run at half strength. We are of the view that as further interim measure the factory will be permitted to run at full strength till 31st July, 1998. We are informed-that the Government of India is now in the process of conducting a census of the cattle population of India. We direct the Government to complete the census of the cattle population of Andhra Pradesh expeditiously and given this Court a report by 15th of April, 1998. 2. After receipt of the report the parties will be at liberty to mention the matter for early hearing. The previous direction of monitoring of the factory by various State agencies will continue. The State Government will also file an affidavit stating that the monitoring has been conducted and the finding of the monitoring. IAs. are disposed of.
