JUDGMENT : 1. We have perused the application for extension of time submitted on behalf of the Union of India and we have heard the learned counsel in support of the application. Keeping in view the facts and circumstances and the difficulties pointed out in the said application, we grant three months time from today to the various authorities of the Union of India to comply with direction No. 12 contained in the judgment dated 4.1.1996. It is made clear that no further time will be granted and the steps should be taken to see that the said direction is complied with within the extended period.
