ORDER 1. From the affidavit of Dr. S. P. Agarwal, the Director General of Health Services in the Ministry of Health Services, Government of India that has been filed in pursuance of the directions contained in the Order dated 16-9-1996 it appears that in the following States/Union Territories the Blood Transfusion Councils have not yet been constituted : Andhra Pradesh, Kerala, Maharashtra, Tamil Nadu, Gujarat, Punjab, Goa, Pondicherry, Meghalaya, Mizoram, Arunachal Pradesh, Tripura, Nagaland and Lakshadweep. 2. Issue show-cause why contempt proceedings should not be initiated against the States/Union Territories concerned. Notice be made returnable in 4 weeks. 3. The notice may also be issued to the Secretary, National Blood Transfusion Council, New Delhi to indicate what steps have been taken by the Council after its constitution in pursuance of the direction contained in the judgment of this Court. Necessary affidavit in this regard should be filed within four weeks. 4. List after four weeks. (Court Masters)
