JUDGMENT : 1. We find that the concerned authorities have not responded with the promptitude expected of them in a matter of this kind with the result that many of them have not filed even their initial response. We are afraid this is indicative of the continuing casual approach of the authorities to the tackling of the serious problem indicated in the writ petition. A general prayer on behalf of the respondents for further time has been made. In order to enable these authorities to file a meaningful counter affidavit containing the relevant facts, we grant the respondents four weeks' further time for the purpose. 2. Learned counsel for the petitioners has indicated certain areas with reference to which a definite response of the respondents is necessary. The particulars of such areas indicated by the learned counsel for the petitioners are required to be taken note of by each respondent and the counter-affidavit must contain the response thereto with sufficient details in support of the reply. These points are as under: 1. Number of waste processing sites, with area, location, details of ownership. 2. Details of size and population serviced by each site. 3. Whether the present sites are adequate and details of plans/policy of acquiring land for future sites. 4. Details of the prevailing disposal methods and whether the present practices include recycling, composting, biogas generation, pelletising or sale of garbage. 5. Proximity of waste management sites to human habitation or traffic and whether disposal sites are enclosed by boundary walls or fences. 6. Measures adopted in respect of limiting adverse effects on human health. 3. The Union of India is granted two weeks thereafter, i.e., six weeks in all the to file their response. 4. List on 21.4.1997.
