JUDGMENT : 1. In accordance with the practice followed by the Court in similar matters, no impleadment/intervention is to be allowed and any one who wants to assist in the matter has to do so through the amicus curiae, appointed for the purpose. The applications for impleadment and intervention are, therefore, rejected. 2. Mr. A.K. Ganguli, learned Senior advocate is requested to appear as amicus curiae in this matter. Learned counsel for the petitioner to supply papers to Mr. A.K. Ganguli. 3. Mr. Rajinder Sachar, learned Senior counsel for respondent No. 12 submits that respondent No. 12 is willing to refund the entire amount due to the consumers and necessary action would be taken by respondent No. 12 for this purpose. He submits that refund to all the consumers would be made by respondent No. 12 within four weeks. 4. In view of this statement made on behalf of respondent No. 12, we defer consideration of the other aspects of the matter to the next date. List the matter on 5th May, 1997.
