JUDGMENT : 1. Responses have been filed by some States and some Municipalities but not by all of them. The responses filed also do not advert to the steps taken for compliance with the report of the High Power Committee set up by the Planning Commission in 1995 on 'Urban Solid Waste Management in India' and the report of the Central Pollution Control Board (CPCB) on 'Management of Municipal Wastes (Sewage and Solid Waste)' (1994). It is necessary at this stage to know the steps taken in each State to implement these reports which deal with the problem and also make certain recommendations to solve the problem. We do not find the requisite interest and response from the State Governments and the other concerned authorities in spite of service of notice of this writ petition, when such action was required to be taken by the Municipalities and the State Governments in the ordinary course in discharge of their duties in this behalf. In these circumstances, in order to emphasise on the concerned authorities the need for prompt performance of their duty at least now, we direct the Chief Secretary of each State to make a statement on affidavit of the steps taken in the State to implement the reports and the recommendations made therein of the Planning Commission and the CPCB. Affidavits by the Chief Secretaries of each State be filed within six weeks. Rejoinder, if any, belled within three weeks thereafter. 2. Learned Additional Solicitor General submits that the Central Government would also take the necessary steps to ensure due compliance by all the State Governments and the Municipalities. 3.
