JUDGMENT : 1. Written submissions have been filed only by seven notices. Learned counsel appearing for the remaining notices including the intervenors pray for some more time to file their written submissions. One week's time, as prayed for, is granted to them. The written submissions should be filed on or before 22nd September, 1998. 2. The hearing of the reference shall commence on 7th October, 1998 and will continue on 8th October and from 13th to 15th October, 1998. 3. The learned Attorney General shall open the case and commence arguments on 7th October, 1998.
