JUDGMENT : 1. The interim report has been received from the committee which had been constituted by this Court to look into aspects of solid waste management. The committee appears- to have done indepth study of the problem in hand and has, in their report, given a lot of useful suggestions. The Committee has mentioned that it proposes to conduct four workshops in various parts of the country during the next four months in which the Municipal Commissioners/ Chief Officers/ Officer Incharge of solid waste management and other bodies will be invited to participate and thereafter a final report will be submitted to this Court. These workshops will be held in order to field test the recommendations which have been made by the Committee in its report. Let this be done as proposed. 2. The Additional Solicitor General informs the Court that these workshops will be held in Delhi, Calcutta, Chennai and Mumbai within next four months. He further assures the Court that within two weeks copies of the interim report will be despatched to the Chief Secretaries of all the states/Union Territories who would in turn, forward copies to the local bodies/ administrators. We direct that the Chief Secretaries on receipt of the said interim report should forward the copies of the same to the Municipal Commissioners/ Chief Officers of the urban local bodies within two weeks thereafter. We expect, sufficient number of copies will be printed by the Ministry of Urban Development so that the report can be despatched and received by the local bops not later than four weeks from today. 3. The Chief Secretaries of the States/Union Territories will ensure that the officers/officials concerned who are invited by the Committee to participate in the workshops do attend. The expenses of those officials shall of course be born by their respective authorities. 4. In the interim report the Committee has referred to the different manners in which the solid waste can be disposed of. The committee may also consider whether it is possible to re-cycle the solid waste or a part of it with a view to provide cheap and eco-friendly fuel, whether in solid form or otherwise, to the local inhabitants and specially to the poorer sections of the society living in the slums. 5. As the Committee wants one month's time to submit a report after the conclusion of the workshops, therefore, we direct the case to be listed for hearing in the 2nd week of January, 1999.
