JUDGMENT : 1. Upon hearing the Attorney General for India and perusing the Reference received from the President of India, we direct that notices shall issue to the Union of India as also to the Advocates General of all the States and Union Territories. Notices shall also issue to the Registrars of all the High Courts and to the Advocates-on-Record Association, Supreme Court, through its Secretary, since the Advocates-on-Record Association was the petitioner in 9-Judge Bench case reported in (1993) 4 SCC 441 . The notices shall be made returnable within six weeks. 2. The Reference be put up for further directions on 15th September, 1998. 3. Mr. Venugopal, learned Senior counsel appearing for the Bar Association of India and Mr. R.K. Jain, learned. Senior Counsel for the Supreme Court Bar Association and learned counsel for some other Bar Associations wish to intervene. They may file the Intervention Applications which shall be considered on the next date.
