ORDER : 1. In I.A. No. 67: In view of the additional affidavit filed in this LA., we direct issuance of the notice to the Greater Noida Authority. In rest of the matters: 2. In response to the order passed by this Court dated 2nd August, 1999, the Union of India has filed an affidavit of compliance, annexing therewith orders passed by the Government in the disciplinary inquiries conducted against its officers. With a view to examine whether appropriate action has been taken against those officers, it has become necessary to direct the Union of India to produce the entire file relating to the disciplinary proceedings including recommendations of the Union Public Service Commission in respect of each of the officers by 26-10-99. 3. During the last several hearings, learned Amicus Curiae and other learned Counsel have been heard. Several issues which arise between various parties have now crystalised. These issues require fairly elaborate arguments and consideration. In the circumstances, we are of the view that all these matters should be listed on a Non-miscellaneous day, so that one by one, the various issues can be tackled, arguments heard and decided. 4. Learned Amicus Curiae, Mr. Joseph Vellapally is requested to list out various issues which arise in these matters and fix up priority of the various items. A copy of such list may be made available to the counsel and parties in- person appearing in this matter by 1st October, 1999 and the list may be collected by the counsel and parties from learned Amicus Curiae. Such of those parties who want to file any written submissions can do so before the 15th October, 1999. All these matters will be listed on a Non-miscellaneous day starting from 26th October, 1999 subject to orders of the Hon'ble the Chief Justice of India. 5. Learned Amicus Curiae has prepared a list regarding the properties in the control of the Skipper Group. Affected parties may collect copies of the same from the learned Amicus Curiae. The banks, which have claims in regard to any of the properties, may specify by way of affidavit identifying the properties in respect of which they have specific change or any other right. 6.

Apart from the above list prepared by the learned Amicus Curiae, in case there are any other properties upon which there is charge or mortgage, in favour of the Banks, a list may be prepared by the Banks and copies of the same may be given to the learned Amicus Curiae. Time for compliance with orders earlier passed by this Court for filing other documents by the Banks, is extended by another 10 days. 7. With regard to the orders passed by this Court on 10th May, 11999 concerning the release on bail of Shri Prabhjot Singh, learned Senior counsel Shri R.K. Jain has suggested a modification. This concerns the earlier direction that he shall report to the A.C.P. (Crime Branch), Police Headquarters everyday at 10.00 a.m.. The order is modified to the extent that Shri Prabhjot Singh shall report twice a week, on Tuesday and Friday, before the authorities mentioned in our order dated 10-5-99. We modify the order accordingly. It will be open to the petitioner to produce this order before the High Court for further modification of the orders passed by the High Court. 8. Shri Dayan Krishnan, is permitted to inspect the records for the purpose of identifying the volumes and giving them serial numbers and for preparing an index of the contents thereof.
