(1) STATE of Rajasthan: We have examined the affidavit filed on behalf of State of rajasthan. It transpires that the response with regard to directions h and m as given by this court in D.K. Basu s case, is not forthcoming. Learned counsel prays for four weeks time to file an affidavit giving the requisite information. (2) STATE of Mizoram: In the affidavit filed on behalf of State of Mizoram, apart from deficiency of information with regard to direction h, we have find that there is no State Human Rights Commission constituted so far. Learned counsel prays for four weeks time to state the correct position with regard to both the aspects within four weeks. (3) STATE of Tripura: A perusal of the affidavit filed on behalf of State of Tripura shows that all the directions given in D.K. Basus case have been complied with, though, it appears that no State Human Rights Commission has been set up in the State of tripura. Learned counsel shall ascertain the steps being taken for the setting up of the State Human Rights Commission in Tripura and inform this court within four weeks on an affidavit. (4) STATE of Manipur: Learned counsel for the State of Manipur takes notice of the deficiency with regard to the information furnished regarding directions b, h, I and m, as given in D.K. Basus case and prays for four weeks time to furnish the requisite information. It is stated that though the State Human Rights Commission has not been set up so far, he shall also ascertain the steps being taken in that behalf. (5) STATE of Madhya Pradesh: We have perused the affidavit filed on behalf of the State of Madhya Pradesh. That does not deal specifically with each one of the directions given in D.K. Basus case. Although in the affidavit, it has been stated generally that the directions are being complied with but a careful reading of the affidavit shows that with regard to some of the directions, only instructions have been issued and there is no indication about the compliance, as such. Learned counsel appearing for the State of Madhya Pradesh submits that he shall file a detailed affidavit within four weeks dealing with each one of the directions specifically and stating the compliance or the extent of compliance in respect of each one of those directions. (6) STATE of Himachal Pradesh: A perusal of the affidavit filed on behalf of the State of Himachal Pradesh shows general compliance with various directions, except that with regard to direction m, no information is forthcoming. Learned counsel for the State submits that within four weeks, he shall file an affidavit indicating the steps being taken with regard to direction m, as given in D.K. Basus case. (7) STATE of Arunachal Pradesh: We have examined the affidavit filed by the State of arunachal Pradesh. We find that with regard to various directions, all that has been stated is that instructions were issued. Learned counsel appearing for the State submits that within four weeks, he shall file a detailed affidavit indicating those directions in respect of which instructions were issued and the extent of compliance by the various agencies. He shall also indicate in the affidavit about the steps being taken by the State itself with regard to directions contained in b to e and h to k and m. The needful shall be done within four weeks. (8) UTS. of Lakshadweep, Dadra & Nagar Haveli & Daman & Diu : According to the office report dated 9/12/1999, U.Ts. of Lakshadweep, Dadra and Nagar Haveli and Daman & Diu have not filed the affidavits indicating compliance with directions q to n, as given in D.K. Basus case. Mr. Krishnan Venugopal, learned counsel appearing for these Union Territories submits that the requisite affidavits shall be filed within four weeks giving full details. (9) U.T. of Pondicherry: The affidavit filed on behalf of U.T. of Pondicherry shows compliance with various directions given in D.K. Basus case. However, so far as compliance with direction a is concerned, it is stated that orders have been issued for supply of name plates to all the personnel. Learned counsel submits that he shall file an affidavit indicating compliance of direction a within four weeks. (10) ON the next date, the question of compliance with the directions insofar as the State of Assam and the Union Territory of Delhi are concerned, shall be taken up. (11) THE matter is adjourned. Learned counsel submits that he shall file an affidavit indicating compliance of direction a within four weeks.
