(1) IN this writ petitions the petitioner has made the following prayers:- "(A) issue an appropriate writ order or direction in the nature of mandamus commanding the respondent to close the asbestos manufacturing unit of M/s. Ramco Industries Respondent No. 4 in Silvassa, Daman, Diu and Dadra and Nagar Haveli, and; (B) issue an appropriate writ order or direction commanding the respondent no. 1, 2 and 3 to withdraw the licence dated 27/2/1997 granted in favour of respondent No. 4 and (C) issue an appropriate writ order or direction in the nature of certiorary quashing the licence dated 27/2/1997 granted in favour of Respondent No. 4 by respondent No. 1 and 2 and/or (D) issue an appropriate writ order or direction which this Honble court may deem fit and proper in the facts and circumstances of the present case." (2) NOTICE was issued both in the writ petition as well as in the application for grant of interim relief/direction on 6/04/1998. Respondent Nos. 3 and 4 have been served. So far as respondents 1 and 2 are concerned, proof of service is not forthcoming. MR.P.P. Malhotra, learned Senior counsel appearing for the Union of India - respondent No. 3 submits that instructions from respondents 1 and 2 are awaited. (3) MS. Anubha Jain, learned counsel appears and submits that she shall file memorandum of appearance on behalf of respondents 1and 2 as well and seek instructions and file a counter on their behalf by the next date. (4) MR.P.P. Malhotra, learned Senior counsel submits that he shall file a counter affidavit on behalf of Union of India together with all necessary documents concerning asbestos industries. An advance copy shall be furnished to the learned counsel opposite. Six weeks time, as prayed for by MR.Malhotra, is granted. (5) COUNTER has been filed by respondent No. 4. (6) CONSIDERING the nature of the controversy involved, which essentially concerns environment, we consider it appropriate to direct issuance of a notice to the central Pollution Control Board (CPCB) at New Delhi also. MR.Vijay Panjwani, learned counsel is present. He accepts notice on behalf of the CPCB. The response of CPCB shall also be filed within six weeks. The CPCB is impleaded as a party respondent. Let the index be corrected accordingly.

The CPCB may also verify and file an inspection report with regard to respondent No. 4 industry.
