ORDER 1. Leave granted. 2. The notice that was issued on the special leave petition stated that the matter might be disposed of at this stage by an order of remand of the writ petition to the High Court to be considered on merits. 3. The High Court had dismissed the writ petition by the order under challenge, by a short order at the admission stage, taking the view that the employees of the Punjab State Cooperative Banks Training Institute could not be considered to be a part and parcel of the Punjab State Cooperative Bank Ltd. 4. Having heard counsel and seen the documents, we are of the view that the issue raised in the writ petition require deeper consideration. We think, therefore, that the order of summary dismissal of the writ petition should be set aside and the writ petition (WP No. 7228 of 1996) should be restored to the file of the High Court to be heard and disposed of on merits, expeditiously. All contentions shall be available to both sides. 5. We make it clear that we express no view on the merits. 6. Order on appeal accordingly. No order as to costs. (C.R.)
