Judgment 1. his matter has been filed as a Public Interest Litigation. The petitioner Harendra Kumar, the Court has been indicated, is an Advocate. 2. The issues concerns the matter relating to conditions of the workmen and revival of a public sector undertaking known as Bihar State Road Transport Corporation. There has been a large litigation between the workers and the management. The Supreme Court has framed a scheme and is monitoring an aspect of revival of the Corporation. The petitioner evidently is conscious of this aspect as he mentions this scheme in paragraph 27 of the petition. 3. In the circumstances, as the matter is so delicate and concerns non-payment of workers dues and the revival of the Corporation, the Court would not permit an outsider to meddle in affairs which are the subject matter of a scheme and being monitored by the Supreme Court. If any amongst the staff or the worker be aggrieved by any aspect of non-payment of salary or any post-retirement benefits, clearly, first it will have to be seen within the scheme. 4. Dismissed.
