Judgment 1. This petition has been filed by Surendra Prasad Singh and six others as a public interest litigation virtually demanding from the High Court, such have been the submissions at the bar, that an enquiry needs to be ordered against the respondents from misuse of public funds, grants and misappropriation of finances in the matter relating to the sanitation programme. Other matters are also mentioned about collection of taxes and misappropriation of the same. 2. The petitioners seem to rely on information of others and further would like to give a fillip to an organisation known as Bihar Jan Vikas Manch. if indeed they are serious that allegation of the nature mentioned in the petition may hold, then they must have the courage to file a first information report of any offence which may have been committed violating the provisions of the Indian Penal Code, 1860 or a complaint before a Magistrate. 3. Such a public interest litigation cannot be maintained and pressed before the High Court as a petition of right. This writ petition is accordingly dismissed.
