ORDER Application for revocation of leave is dismissed. 2. With the consent of the parties, the appeal is taken up for hearing. 3. Heard learned counsel for the parties. 4. As the High Court has not addressed itself to the real point arising in the matter and has wrongly considered the question whether the appellant - Institute is a State or not, the order passed by it requires to be quashed. 5. We, therefore, allow this appeal, set aside the order passed by the High Court and remit the matter back to the High Court for reconsidering the real question arising in the matter. Till any further order is passed by the High Court, the parties are directed to maintain status quo as on date. Appeal allowed.
