( 1 ) WE have gone through the report of the Committee, appointed vide our order dated 29/8/2000. The suggestions made by the Committee are very useful and need to be implemented by the authorities concerned not only in respect of the schools which were inspected by the Committee but also in respect of all the schools in Delhi with such modifications or adaptions as may be necessary keeping in view needs of each school. ( 2 ) SINCE the availability of water and toilets is the immediate requirement of the schools inspected by the Committee, the authorities should give top-most priority to provide the same without delay. In so far as the facility of water is concerned, the authorities shall see to it that potable water is made available to the children in these schools free of impurities, suspended or biological. For this purpose, the authorities shall install equipment for purification of water in each of the schools. ( 3 ) SINCE provision for permanent toilets will take some time, meanwhile mobile toilets should be provided in the schools immediately. The authorities should consider providing permanent toilets on DOT basis and they should also explore the possibility of the toilets being adopted by NGOs or Corporations. ( 4 ) WE find that in respect of Sarvodya Kanya Vidyalaya No. I and Sarvodya Kanya Vidyalaya No. 2, adequate transport facilities have not been provided. For providing adequate transport facilities to the students, the authorities must re-route the buses and/or ply additional buses wherever necessary. This should be accomplished within a period of ten days. ( 5 ) FROM the report, we find that adequate number of teachers have not been posted in the schools with the result that studies of the students are suffering. The Director, Education shall post sufficient number of teachers for imparting instructions in each of the subjects, particularly the science subjects without loss of time. ( 6 ) THE suggestions of the Committee except the ones which have been dealt with specifically hereinabove, must be implemented qua the schools inspected by the Committee by the authorities concerned within a period of three months. We order accordingly. The Director Education will file a status report with regard to the implementation of the directions made hereinabove. ( 7 ) THE office shall send the copies of this order along with the report of the Committee to the Commissioner MCD; Director Education; Chief Secretary, Delhi; Ministry of Human Resources, Government of India and Chairman, DVB for compliance. ( 8 ) A copy of the order be given dasti to Mr. Shall, who shall replicate the same and handover copies to the other learned counsel for the parties. List the matter on 15/1/2001.
