Judgment 1. This petition is no different than an earlier one which had been filed (C. W. J. C. No. 1507 of 2001). The earlier petition related to Panchayat election. The present one relates to elections to the municipalities which are in the process of being held. 2. Like in the earlier one, same counsel appears in the present one and submits that the petition be permitted to be withdrawn. 3. The Court reiterates the observations made on the earlier petition, C. W. J. C. No. 1507 of 2001, by the order of 25 February, 2001. The Court is concerned that attempts are being made to stall the elections. What is important for Bihar is that grassroot democracy be restored and thus, cannot help recalling the observations in the earlier petition that it would not encourage diversions of issues for the purpose or for remote chance that an election to grassroot democracy missing from Bihar for three decades, may be stalled. 4. As the petition is being withdrawn, it is laid to rest with the aforesaid observation. 5. Dismissed.
