ORDER : 1. Learned counsel for the parties are agreed that in order to ensure that free medical relief is readily available to the victims of the gas tragedy, identity cards would be supplied to them. With regard to those gas victims who are entitled to receive free medical aid throughout the life, permanent cards will be issued, while in other cases where claims are under process, provisional cards will be issued pending final outcome of their eligibility. Modalities in this regard will be worked out by the State Government. Adequate publicity will be given to enable the persons entitled to receive the identity cards to obtain the same from person /persons duly authorised in this behalf. The exercise in this direction for issuance of the appropriate identity cards will commence, according to Mr. V.R. Reddy on instructions received by them, within three months and hopefully will be completed as expeditiously as possible. We, however, make it clear that lack of identity cards would be no ground for depriving the gas victims of medical aid if the persons are otherwise so entitled, pending issuance of the identity cards. 2. It is stated by Mr. Reddy that more hospital equipment is expected by November of this year and Rs. 8 crores worth more will be received by January/February, 2002. With all these equipments in place the hospital shall become fully operational in all respects. 3. A fresh status report should be filed within four months from today. 4. List the matter after four months.
