ORDER : 1. Our attention has been invited by a submission note from the Registrar (Judicial), to a news item published in all leading National Dailies about a gruesome tragedy, in which more than 25 mentally challenged patients housed in a mental asylum at Ervadi in Ramanthapuram District were charred to death. The news item raises important questions concerning human rights of inmates of mental asylum, who according to the newspaper reports, could not escape the blaze as they had been chained to poles or beds. We treat the submission note as a writ petition. 2. Issue notice to the respondents returnable within 10 days. Respondents No. 2 and 3 shall submit a factual report with regard to the incident. This order shall be communicated to the respondents by the Registry by fax also. 3. Notice be also issued to the standing counsel for Respondents No. 2 and 3 and the Central Agency. 4. The matter be listed before a regular Bench hereafter.
