JUDGMENT : 1. Permission to file Special leave petition granted in SLP (C).... of 2001 (C.C. No. 5418). 2. Leave granted in all the S.L.Ps. They shall be heard together. 3. In the meanwhile, the directions issued by respondents 1 to 3 to the appellants-deemed Universities to implement Single Window System, shall stay. The operation of the impugned judgment shall, therefore stay to that extent. 4. Considering the nature of the controversy, we direct that the hearing of the appeals be expedited. 5. The appeals shall be heard on the SLP paper books. Printing is dispensed with. Parties may complete pleadings and file additional documents, if any, within three months. 6. The appeals be placed for hearing before a Bench of three learned Judges. 7. Liberty to mention after three months.
