ORDER : 1. Special leave granted. 2. The High Court at the ad interim stage has, in fact, allowed the writ petition even without notice being issued to the appellant herein. This is wholly uncalled for. We, therefore, allow this appeal and set aside the High Court's order. The High Court should now proceed to decide the matter afresh. The contempt proceedings stated to have been initiated by the respondents are hereby set aside. 3. We make it clear that we have expressed no opinion on the merits of the case.
