JUDGMENT : 1. Notice of the Reference shall be served on the Union of India, all the States and Union Territories. Service shall be effected directly and through Standing counsel. On behalf of the Union of India, notice is taken by Mr. P. Parmeswaran, Adv. 2. Notice shall also be served upon all parties to Writ Petition (C) No. 852 of 1991 pending in this court directly and through the advocates on-record. 3. The notice shall state that the Union of India, States, Union Territories and the parties to Writ Petition (C) No. 852 of 1991 shall appear before this court at the hearing of the Reference on 10th December, 2001 to take directions with regard to their statements of facts and arguments and the date of hearing. 4. List on 10th December, 2001 for directions.
