Learned counsel appearing for the State of UP states that contingency plan prepared for the security of the Taj Mahal would be implemented at the earliest. The Contingency Plan is as under: "The Taj Mahal, situated at Agra, is an ancient, world famous monument. In the prevailing global situation, the security of Taj Mahal has become very important. On an average 5 to 7 thousand Indian and foreign tourists visit Taj Mahal daily. The number goes up to about 10 to 12 thousand per day in the months of November to February. For visitors, Taj Mahal is open from 6.00 a.m. to 7.00 p.m. On all days except FRIDAY. On Friday Taj Mahal is closed for visitors but it is open to local NAMAZEES from 12.00 Hrs. to 14.00 Hrs. For the security of "Taj Mahal, a control room is established near the eastern gate of Taj Mahal, where a Bomb Disposal Squad is also located. Taj Mahal, a world heritage monument, has assumed great sensitivity and importance due to prevailing situation in the country and increased threat perception. It has been observed in the past that on the eve of political rallies, seminars, conventions and festivals, the number of visitors to the Taj Mahal is greatly increased. Sometimes, political parties and organizations also declare agitational programmes at Taj Mahal. To meet such eventualities and for safety and security of the Taj Mahal a detailed contingency plan has been drawn out. The underlying idea behind this contingency plan is to check the sudden influx of visitors and to keep them atleast 500 meters away from the main monument, so that crowd 'does not get unrestricted entry inside the Taj Mahal. To achieve this objective, police force will be deployed on following points: 1. WESTERN GATE PARKING PLACE, BARRIER. 2. PURANI MANDI CROSSING, SHAHAJAHAN GARDEN GATE AND ROAD GOING TOWARDS TAJGANJ POLICE STATION. 3. R.K. STUDIO TRI-JUNCTION. 4. KUTTA PARK TRI-JUNCTION 5. PATHK PRESS 6. SHILP GRAM PARKING PLACE. 4. The police force deployed on above places will be on duty from 5.00 a.m. to 7.00 p.m. for the purposes of communication, they will be equipped with walki-talki sets/static sets. The officer incharge of the above police force on each point shall be responsible for smooth and orderly conduct of tourists or visitors going towards the Taj Mahal. No one carrying flags, banners/placards should be permitted to reach anywhere near the Taj Mahal. To ensure the above, thorough checking and frisking of the visitors will be conducted tinder the supervision of the Officer Incharge deployed on these points. However, Officers Incharge shall I also ensure that bona fide tourists are not unnecessarily harassed in the name of checking. If Officer Incharge feels that a large crowd is gathering on any approach to Taj Mahal, he will promptly contact Addl. Supdt. of Police (City) to get an extra re-enforcement. 6. Apart from the above deployment contingent reserve force will be kept at various gates of the Taj Mahal and control room. Reserve police force on various gates, Control Room will be equipped with riot control equipment and they will assist the guards of Archaeological Survey of India as and when situation so demands. 8. The above Contingency Plan will come into action when information is received either from Archaeological Survey of India or from other sources about the proposed agitation/procession or sudden influx of visitors to the monument, which may result in vandalism or damage to the monument. Dy. Supdt. of local intelligence unit will also activate L.I.U. personnel to gather advance intelligence for this purpose. Addl. Supdt. of Police (City) Agra will be responsible for implementation of the above Contingency Plan. He will ensure that Contingency Plan is executed properly and well in time. Under no circumstances unruly crowd should be allowed to gather near or inside the Taj Mahal. Addl. Supdt. of Police (City) Agra will be responsible for proper rehearsal of this Contingency Plan and he will also Co-ordinate with Archaeological Survey of India and Addl. District Magistrate (City) Agra to ensure smooth implementation of the above scheme." 9. The concerned authorities are directed to implement the same at the earliest.
