ORDER : S.N. Variava, J. Mr. A.N. Jayaram, learned Advocate General appearing for the State of Karnataka, resumed his arguments at 10.40 a.m. and concluded at 11.00 a.m. Thereafter, Mr. Soli J. Sorabjee, learned Attorney General, commenced his arguments and concluded at 3.10 p.m. **************** 2. We have heard this matter at some length. We think that it must be referred to a larger Bench, having regard to the reference to a larger Bench made in the case of I.R. Coelho (dead) by L.Rs. v. State of Tamil Nadu ( 1999 (7) SCC 580 ). This matter will be listed before that Bench after I.R. Coelho's matter. 3. We are told that most States have passed legislation in the light of the provisions of Part-IX and IX-A of the Constitution. It, therefore, seems advisable to us to issue notice to the States and Union Territories and the Advocates General of the States and Union Territories.
