JUDGMENT P. C. Verma, J. : Notices have been accepted by the learned chief standing counsel for opposites parties no. 2, 3 and 4. 2. Issue notice to opposite party no.1 returnable within three weeks. 3. List after three weeks. 4. In the meantime it is provided that since the total strength in lecturcuctre is 12 but of which 50% has to be filled-up by promotion and in this 50% permotion Quata the reservation provided for S. C. and S. T. has to be followed. Therefore it is provided that out of 5 existing vacancies in the college, the promotion shall be made to fill up 50% quata applying the rules relating to reservation in promotion and if the petitioner is Senior most S. C. Teacher in L. T. grade and any vacancy out of which this 5 vacancies have to be filled-up by S. C. candidate, the case of petitioner shall be considered within the aforesaid period. It is made clear that no promotion shall be made without filling-up the reserved category candidates belonging to scheduled caste.
