ORDER : 1. Issue notice returnable on 12th March, 2001. Dasti service, in addition, is permitted. Service be also effected on the Standing Counsel for the State of Chhatisgarh, in addition. 2. Ms. P S Shroff, Adv. accepts notice for BALCO. 3. In the meantime, pursuant to the show cause notices dated 2nd March, 2001 and 3rd March, 2001, no final order will be passed. Though the proceedings are not stayed, it will be open to the applicant to show cause against the said notices. 4. The State of Chhatisgarh and Chief Secretary and the Director General of Police (DGP) in particular, are directed to afford full protection to the workers, their families and the management inside and outside the BALCO Plant at Korba so that they do not suffer physical harm of any kind. 5. The State Government and its functionaries are restrained from disrupting supply of water, electricity or food to the BALCO Plant or the Township. 6. The Chief Secretary and the Director General of Police in particular are directed to ensure that workers and the management are not in any way intimidated or prevented from willingly going to work in the Plant. 7. No court except this Court shall deal with the subject matter of the issues/ controversies raised in the present petitions.
