ORDER Prima facie, we feel that proceedings pursuant to the notification No. 12203/SSA2/2000/Home dated Thiruvanantha-puram, 28th February, 2000 issued by the Government of Kerala would go counter to the guidelines and directions issued by this Court in the judgment in Vishaka and Others v. State of Rajasthan and Others1. We direct the Government of Kerala to file reply to the averments contained in Crl. M.P. No. 2148/2001. In the meanwhile all further proceedings by the Commission of Inquiry consisting of Mr. Justice G. Sasidharan, Judge, High Court of Kerala pursuant to the aforesaid notification directing an inquiry into the allegation made by Smt. Nalini Netto, I.A.S., against the then Minister for Forests and Transport, Dr. A. Neelalohitadasan Nadar will stand stayed. This order shall be communicated by the Registry to the Chief Secretary of the Government of Kerala who is further directed to inform all the persons concerned so that there will be no complaint thereafter that this was not known to such persons. 2.
