ORDER By the Court 1. All the parties agree, broadly and generally about the imperative need of Chhotanagpur Law College, Ranchi being presently governed by the Governing Body, to be made a constituent of Ranchi University and the steps to be taken immediately for achieving this purpose. Parties also agree, broadly and generally that presently the college is housed in a very shabby and insufficient accommodation and that a new accommodation for the college is required on a sufficient piece of land and that the Government of Jharkhand should lend its helping hand for this purpose. Actually this problem can be easily sorted out, once the college becomes a constituent of Ranchi University so that the Ranchi University, in collaboration with the State Government itself can take steps for constructing a building for the law college. 2. The parties also agree that instead of the present annual system of examination in vogue, semester system should be introduced. Whereas the introduction of semester system of examination for such students who are presently in the third year or second year of Studies may not be possible or feasible, but for such students who are in the first year, it is both possible and feasible. Parties, therefore, agree that semester system should be introduced from January. 2002 itself, both for the current first year students and for such students prospectively who would enter the institution on and from the next academic session. 3. We are informed that more than Rs. 1.5 crores is available presently in the Kitty of the college and this amount is under the control of the Governing Body. Parties, however, are not aware of the exact amount. Parties agree (and we have also no doubt) that once a decision is taken to make the college a constituent of Ranchi University, this entire amount should be made over to the State Government so that the State Government spends this amount in collaboration with Ranchi University for purposes connected with the College and whatever additional amount is required for the purposes of raising the building and for providing other facilities to the college. 4. 4. Based on the aforesaid observations, we dispose of this petition by passing- the following order and issuing hereinbe!ow mentioned directions :-- (i) A meeting shall be held in the office-chamber of the Vice Chancellor of Ranchi University on 3rd December, 2001 at 11 a.m. This meeting shall be presided over by the Vice Chancellor, Ranchi University and shall be attended by the Registrar, Controller of Examinations, Ranchi University and such other officials of Ranchi University whom the Vice Chancellor nominates for the purpose. This meeting shall be attended also by the Dean. Faculty of Law and the representatives of the college. The purpose of this meeting shall be to ensure that the semester system is introduced from January, 2002 or thereabout and all possible steps are taken in that direction. (ii) While expressing our gratitude to the learned Advocate General with respect to the meeting of the three Ministers already held, we once again suggest to the learned Advocate General to request the three Ministers on our behalf that one more meeting be held under their patronage between the officials of the State Government, the representatives of the college and Vice-Chancellor of Ranchi University to chalk out the implementation programme with respect to the direction of ensuring that the college becomes a constituent of Ranchi University and for taking all other possible steps in the light of the observations made hereinabove. 5. Our desire is that the aforesaid meeting takes place within next two weeks. Once the Ministers have taken broad policy decision in the aforesaid meeting. they can leave various material aspects to be sorted out between the officials of the Government and others attending the meeting. We-direct the college Governing Body to fully cooperate with the State Government and the Ranchi University in the implementation of these directions and for achieving the aforesaid purpose. 6. The Government shall, after a proper decision is taken to take over the College, ask the College Governing Body to handover to the Government the entire amount lying in deposit with it. This amount, once received by the Govt. shall be utilised/expanded only on the construction work related to this College and for no other purpose. 7. Petition finally disposed of. No order as to costs. Let copies of this order be handed over to the parties. 8. Petition disposed of
