JUDGMENT : 1. We have heard the learned counsel for the parties. 2. Having regard to the importance of the issues involved and the fact that writ petitions raising similar issues have been filed in the different High Courts, namely, High Court of Delhi at New Delhi and High Court of Chhattisgarh at Bilaspur we direct the transfer of Writ Petition No. 1262 of 2001, Dr. B.L. Wadhera v. Union of India & others & Writ Petition No. 1280 of 2001, Balco Employees Union v. Union of India & others pending before the High Court of Delhi and Writ Petition No. 241 of 2001, Samund Singh Kanwar v. Union, of India & others pending before the High Court of Chhattisgarh, to this Court. 3. The records be summoned from the High Courts. Notice to issue to the respondents in the writ petitions, returnable after three weeks. Dasti service, in addition, is permitted. The respondents in the writ petitions including the Union of India are at liberty to file counter affidavits within two weeks. Rejoinders be filed within one week thereafter. List the matters after three weeks before a 3-Judge Bench. 4. The transfer petitions are disposed of.
