JUDGMENT : 1. Affidavit has been filed on 19th February, 2001 by the petitioner. It is inter alia stated there that a visit to the hospitals in the city of Bhopal indicated that some persons who were victims of the gas tragedy were no being treated because they were unable to produce a copy of the final judgment passed in their claim as it was stated on the notice alleged to have been put up in the hospital that in order to be entitled to care and treatment in the hospitals run by the Gas Relief and Rehabilitation Department those documents were necessary. We fail to understand as to how such a condition can be imposed. Mr. V.R. Reddy states that he will take instructions and file an affidavit in reply to the said affidavit of the petitioner. In the reply, the respondent will also deal with the other averments in the affidavit. 2. It is stated by Mr. Reddy that in place of Shri D.S. Mathur, one, Ms. Alka Sirohi has been appointed as the Principal Secretary (Health) and she will now be the appropriate person to oversee the arrangements with regard to the implementation of the orders of this Court. It is quite evident that the intention of this Court's order dated 31st March, 1999 was that it is the Principal Secretary (Health) in the Government of Madhya Pradesh who would be the Ex-officio Officer. overseeing the arrangements and implementing the orders and directions passed by this Court. As Ms. Alka Sirohi is the present Principal Secretary, she is the person who would do the work which was being done by Mr. D.S. Mathur. 3. Affidavit of the respondents be filed within three weeks. Response to the same within three weeks. Petitioner will also be at liberty to file within six weeks from today their response to the latest Status Report which has been filed by the respondents. 4. The respondents will also indicate in their affidavit as to by which date they will complete the process of procurement of the equipment. 5. List after six weeks.
