Judgment 1. This matter came up for consideration yesterday. Neither counsel who had signed memoranda of appeal apeared before the court nor the counsel Mr. A. K. Singh, who sought a pass over until today. In the circumstances, the court has perused the order on the writ petition as also the present appeal. The order impugned is dated 27 August, 2002 on CWJC. No. 6331 of 2002 : Shambu Sharan Yadav and another vs. The State of Bihar and others. 2. The writ petition was sought against the order of 22 March, 2002 passed by the Sub-Registrar, Jamui by which the deed writers licences of the two petitioners had been cancelled on the direction of the District Registrar i.e. The District Magistrate, Jamui. 3. There were complaints against the two petitioners. These have been observed by the learned judge in his order. The learned judge has observed "that one Krishna Kant Rawat who came to the Registry office as vendee of some lands had made a complaint in writing against the two petitioners alleging that they had cheated and duped him into making payment of money far in excess of the legal requirements". While this matter was under investigation the employees of the Sub-Registry office made a complaint under their joint signatues "that the two petitioners were in habit of seekina unauthorised privileges and concessions and intimidating and thretening (emphasis) them in that regard". 4. The petitioners received notice from the Sub-Registrar giving them an opportunity to give their defence. They declined to accept the notice. Instead subsequently they intimidated and threatened the Sub-Registrar and created disturbances and nuisance in the latters office. The Sub-Registrar reported the matter to the District Magistrate, who directed him that an order dated 22 March, 2002 be passed and the deed writers licences be cancelled. 5. The conduct of the petitioners is not such that they should continue to do the business of deed writers. Their licences have rightly been cancelled. 6. The court has no occasion to interfere with the order dated 27 August, 2002 on the writ petition. 7. Dismissed.
