JUDGMENT : 1. Mr. L. Nageswara Rao, learned Amicus points out that in W.P.(C) No. 163/2002 his appearance is recorded as counsel for one of the parties though he did not in fact appear and no hearing took place, however, he brings this fact to the knowledge of all present and learned counsel for all the parties submit that they have no objection to the appearance of Mr. Nageswara Rao as Amicus in the case. 2. Pleadings are complete. 3. Leave granted. 4. Printing dispensed with. The appeal shall be heard on the SLP Paper Book. Parties may file additional documents, if any, within six weeks. Original record need not be requisitioned. 5. The issue involved in this appeal is one of public interest having wide implications and therefore deserves to be heard early. Liberty to mention. 6.
