JUDGMENT : 1. The States of Madhya Pradesh and Union Territory of Chandigarh are filing their responses during the course of the day. Let the responses be taken on record. 2. The States of Andhra Pradesh, Bihar, Goa, Haryana, Jharkhand, Kerala, Manipur, Meghalaya, Maharashtra, Punjab, Tamil Nadu, Uttar Pradesh, Uttaranchal, West Bengal and Union Territory of Andaman & Nicobar Islands have not filed their responses in terms of the Order dated 26.7.2002. Another opportunity of six weeks is allowed but subject to payment of Rs. 2,000/- by way of costs payable to the Supreme Court Legal Services Committee. Learned counsel appearing for National Capital Territory of Delhi states that Delhi Government does not propose to file any response pursuant to the previous order in view of the response which has been already filed.
