JUDGMENT : 1. The response from the Union of India is not forthcoming. 2. In view of the earlier adjournments granted, we give a last opportunity of two weeks, on a prayer made by the learned counsel for the Union of India, subject to payment of Rs. 10,000/- (payable Rs. 5,000/- to petitioner and Rs. 5,000/- to Supreme Court Legal Services Committee) by way of costs. In the event of a response forthcoming in two weeks positively, costs shall stand waived.
