JUDGMENT : 1. Perused the office report dated 20.11.2002. 2. On behalf of the State of Meghalaya affidavit is being filed during the course of the day. Let it be taken on record. 3. Learned counsel for the States of Manipur, Maharashtra and UT of Andaman and Nicobar Islands state that the counter- affidavits have already been filed on 13.5.2002, 2.8.2002 and 10.7.2002 but the same were not noticed by the office. 4. Let the learned counsel for these States and UT point out to the office if the affidavits have already been filed. If the affidavits have already been filed, these States and UT need not pay the costs. 5. The Advocate-on-Record for the State of Haryana has changed. However, the default in filing the affidavit in terms of the order of this Court by States of Haryana, Bihar and West Bengal continues. The Secretaries of the concerned department of these 3 States are directed to be personally present on the next date of hearing. The standing counsel for these States shall bring the contents of this order to the notice of the Chief Secretary of the State, Compliance shall also be made within six weeks. 6. Those of the States which have not paid the costs must comply within six weeks. 7. List on 10th January, 2003.
