Order According to the petitioner, he applied for the post of constable for the district of Chatra and came out successful in all the tests, including the physical test. An offer of appointment was also given by the S.P., Chatra, vide Memo No. 998 dated 28th October, 1999 (Annexure-2) and the petitioner was asked to appear with all relevant documents on 15th November, 1999 for verification of certificates etc. 2. When the petitioner consulted the authorities, who were conducting the interview, they informed that his name has been wrongly included in the list of Home Guard for which he had not applied. The petitioner was not allowed to participate in the interview. 3. In spite of time allowed to the Respondents on 14th November, 2000, no counter affidavit has been filed. 4. In the facts and circumstances, the case is remitted with direction to the S.P., Chatra to enquire into the matter. The petitioner will file a representation before the S.P., Chatra who, on enquiry, will forward his decision to petitioner within two months from the date of receipt of representation. 5. If it is found that there was no laches on the part or the petitioner and everything was correct, the S.P., Chatra will take appropriate steps in accordance with law. 6. The writ petition stands disposed of.
