ORDER S.J. Mukhopadhaya, J. 1. The Counsel for the petitioner is allowed to implead Jharkhand State Electricity Board, through its Secretary, Kusai Colony, Ranchi as party Respondent No. 7. 2. Mr. Anoop Kumar Mehta who has appeared on behalf of the other respondents accepts notice. 3. Heard the Counsel for the petitioner and Mr. Anoop Kumar Mehta, on behalf of Respondents 2 to 5 and 7. 4. The case of the petitioner is that the Respondents have not provided electrical connection to petitioner for domestic use though he applied on 30th December. 1999. He alleged mala fide against Respondent No. 6. Md. Ilyas Hussain. 5. It appears that the petitioner represented the matter before the Assistant Electrical Engineer on 29th march. 2000 and 5th June. 2000 and the matter is pending. 6. In the counter-affidavit, the Respondents have taken plea that the Junior Engineer in its report submitted, vide letter dated 8th February. 2000 stated that the application of petitioner was not complete for the reasons given in the said letter. 7. Having regard to the facts and circumstances, the petitioner is given liberty to approach the Assistant Electrical Engineer. Electric. Supply Subdivision. Mihijam. Dis-trict. Dumka, The petitioner may file a fresh representation for grant of electrical connection after removing the defect, if any as shown in the enclosure to the counter-affidavit. 8. If the petitioner deposits the requisite amount along with relevant documents, the Assistant Electrical Engineer. Electric Supply Sub-division. Mihijam will not harass the petitioner unnecessarily and ensure to give fresh electrical connection within seven days from the date of receipt of such fee/documents. 9. In case, the authority refuse to give connection, the ground to be communicated to the petitioner within the aforesaid period. The writ petition stands disposed of.
