Judgment 1. The post of a Head Clerk-cum-Accountant apparently keeps the petitioner- appellant filing repeated petitions before the High Court. The manner in which he was asked to officiate or work on the post was on the understanding that a sanctioned post would be forthcoming from the government but it did not. In so far as the qualifications are concerned the petitioner- appellant is not possessed of qualifications and the issue raised is of better qualifications. 2. There is a difference between the qualifications and better qualifications. Besides, the record is also tainted that the petitioner-appellant faces allegations of irregularities in the matter of having kept accounts when he was placed on the post. 3. In the circumstances with these facts noticed, the court finds no error in the order of the learned judge dated 25 February 2002. 4. Dismissed.
