Judgment ( 1 ) IT is fairly stated that the civil appeals must be dismissed, being covered against the Revenue by the judgment of this court in Govt. of India v. Madras rubber Factory Ltd. ( 2 ) THE civil appeals are dismissed. ( 3 ) NO order as to costs.
