JUDGMENT R.L. Anand, J. - Today, Mr. Anupam Gupta, Advocate appearing on behalf of the Punjab Pollution Control Board has placed on record final action taken report against the defaulting industries situated at Mandi Gobindgarh, which runs as follows :- "Lastly the action taken report was filed on 8.4.2002 by the Board showing that 61 units have complied with the provisions of the Air (Prevention & Control of Pollution) Act, 1981. Out of remaining 27 units, 16 units have been closed down by the Board under Section 21/31-A of the Air (Prevention & Control of Pollution) Act, 1981. 8 units have closed down their units themselves. Remaining 3 number units were not installed Air Pollution Control Devices. Thereafter 2 more units have installed Air Pollution Control Devices and 1 unit has changed its fuel from furnace oil to Liquid Petroleum Gas (LPG) in which Air Pollution Control Devices is not required. Hence, all the remaining industrial units have complied with the provisions of the Air (Prevention & Control of Pollution) Act, 1981. Submitted for the kind information of the Honble Punjab & Haryana High Court for issue of appropriate order in the case." 2. The pollution is such a menace that it concerns with every body. It virtually is injurious to the lives of the citizens of this country. It violates the fundamental rights of the citizens of this country, who have the right to live. Therefore, the matter of pollution cannot be taken lightly nor lightly ignored. 3. On going through the final action taken report, we dispose of this petition by giving directions to the Punjab Pollution Control Board/its officers/officials to ensure that there would be no violation on the part of any industrial unit whether existing or which may exist in future so far as the pollution parameters are concerned. We also hope and give further direction to the Punjab Pollution Control Board/its officers/officials that in order to ensure that steel town of Punjab i.e. Mandi Gobindgarh remains free from industrial pollution they will inspect the industrial units periodically in order to ensure that the industrial units do not commit any violation of the pollution standards. Any unit found wanting in maintaining the norms of pollution will not be allowed to become operational.

In case it is found that the pollution standard has been violated by any industrial unit or establishment, the Punjab Pollution Control Board/its officers/officials will act swiftly against the erring units making them responsible.
