ORDER : 1. On 25th August, 2003 observing that it is unfortunate that no one is present on behalf of Delhi State, the case was adjourned for a period of two weeks so as to ascertain whether the Regulations had been forwarded by the State Government to the Central Government or not. Again none is present for the State Government. In a matter of this nature filed in public interest concerning heritage buildings in the Capital of the country we are unable to appreciate the total laxity on the part of the State Government. Counsel for the Union of India is also not able to inform this Court whether Regulations have been received by Ministry of Urban Development or not. Learned counsel submits that it could not be done as the case was missed in the cause list for want of the name in the list. The case is adjourned for two weeks. A copy of this Order as also that of 25th August, 2003 shall be sent to Chief Secretary of the Delhi State. If Delhi State has any difficulty in appointing any advocate to appear in the Court on the next date of hearing, the Chief Secretary shall appear in-person and assist the court.
