Agrawal, JJ. - Considering the question involved in these matters which may have its effect on tranquillity in the State of Jammu and Kashmir and considering the record, Registry to issue notice to the Advocate General for the State of Jammu and Kashmir to remain present on 8-10-2003 along with relevant papers and information with regard to the detenus. In the meantime, it would be open to the representative of the learned counsel for the petitioner to meet the detenus in prisons in which they are kept, in accordance with the relevant regulations. 2. It is pointed out by the learned counsel for the parties that petitions involving similar issues are dealt with by a Bench consisting of the Hon'ble Mrs Justice Ruma Pal. We, therefore, direct the Registry to place these matters before the Bench presided over by the Hon'ble Mrs Justice Ruma Pal on 8-10-2003. Permission to file additional affidavit narrating the facts with regard to each and every detenu.
