ORDER : B.P. Singh, J. - As per the office report the States of Andhra Pradesh (not represented today), Assam, Bihar(not represented today), Goa (not represented today), J & K, Jharkhand, Madhya Pradesh(not represented today), Maharashtra, Rajasthan and West Bengal have not filed their response as directed by this Court by its order dated 21st July, 2003 which in specific terms indicated that non-filing of the response will be considered by this Court as a disobedience of the order of this Court. A request is made on behalf of those States who are represented to grant further time, therefore, as a last chance we grant four weeks' time to all these States to file their response subject to the condition that they will deposit a sum of Rs. 15,000/- each as cost in the Registry of this Court. The failure to file their response even after expiry of four weeks or failure to deposit the cost as ordered above will be construed very seriously, the respective Chief Secretaries of these States will be held responsible. The States of Gujarat, Karnataka and Sikkim have either filed their response during the course of last week or will be filing during the course of the day and the said response shall be accepted by the Registry. On behalf of All India Council for Technical Education (AICTE) representation is made that the said Organisation will also be filing their response by today so no cost be imposed on them. 2. The office report further points out that the States of Andhra Pradesh, Haryana, Kerala, Nagaland, Tamil Nadu, Uttaranchal and Union Territories of Delhi, Daman & Diu, Dadara Nagar Haveli & Lakshdweep and Navodaya Vidalaya have not yet been served, the Registry will issue fresh notice to these States and Institutions and the office will also serve advance copy of the petition to the Standing Counsel representing these States and the Institutions. National Council for Educational, Research & Training (NCERT) is permitted to file additional documents. 3. List this matter on 28th of October, 2003.
