ORDER : 1. Pursuant to the orders dated 25th September, 2003, besides Commissioner of Customs, 13 out of 15 importers have been served. These parties are granted 10 days' time to file affidavits. Reply to those affidavits may be filed by the petitioner and/or the Ministry of Environment & Forests within a week thereafter. 2. The two importers that have not been served are permitted to be served by publication in one regional and one English Daily Newspaper having adequate circulation in Mumbai & Delhi. The steps for this mode of substituted service shall be undertaken by Ministry of Environment & Forests. To consider the aspect in relation to the imports affected by these 15 importers, the matter shall be placed on 4th November, 2003. 3. Seen the office report dated 12th April, 2003.The amount of Rs.35,000/- lying in the Registry shall be given to Indian Council of Legal Aid and Advice.
